随着党和国家工作重点的转移和国际形势的相对缓和 ,为了加强我军现代化、正规化建设 ,邓小平主张裁减军队员额 ,并在长期的军队建设实践中逐步形成了自己的裁军思想。邓小平的裁军思想是邓小平军队建设思想的重要组成部分 ,其主要内容有 :裁减机关、充实基层 ;以裁减干部为主 ,逐步实现军队年轻化 ;裁减陆军 ,加强海、空军等技术军兵种的建设 ;大力裁减非战斗人员 ,提高部队战斗力。
