我国的问责制度自2003年全面进入公众视野后,从中央到地方开始加快推进问责的制度化,2011年,问责制度又被写进了《政府工作报告》。但纵观近几年的问责案例表明,现有的问责制度还存在诸多不足之处,实际操作性不强,文章基于对问责制度缺陷的思考,提出完善这一制度的对策分析。
Since China’s accountability system entered the public field of vision in 2003, it has begun to speed up the institutionalization of accountability from the central authorities to local governments. In 2011, the accountability system was re-written into the “Report on the Work of the Government.” However, taking a look at the accountability cases in recent years shows that there are still many deficiencies in the existing accountability system and the actual operability is not strong. Based on the consideration of the defects of the accountability system, the article puts forward the countermeasure analysis of perfecting this system.
