为进一步加快全省农村电话建设的步伐,经省人民政府研究,现就有关问题通知如下:一、提高对加快农村电话建设重要性的认识。农村电话作为农村经济和社会发展的重要通信设施,在农村信息传递、商品流通、政权建设和精神文明建设等方面发挥着重要作用,是帮助农民致富奔小康、提高农民群众生活质量的重要手段。改革开放以来,全省农村通信实力、技术水平、业务发展有了长足进展,1997年末,全省农村电话普及率提高到2.1部/百人。但是,农村通信仍然是薄弱环节,而且不通电话的行政村大多处在老、少、边、穷地区。到本世纪
