随着现代科学技术的发展,专业分工越来越细,而各专业都埋头于完成本身的工作任务,对全局的问题关心越来越少,反过来各专业之间的关系又是密不可分的组成一个整体,缺少那个专业都不可能完成建设任务,从而客观上要求有一个综合性很强的专业,进行系统的组织协调各专业之间的关系,使组织管理工作更加系统化,科学化,合理化,可靠化,最后达到最佳的目标。这一问题是现代管理学、科学学、系统工程学的任务。
