住房保障标准是保障性住房政策中的一项重要内容,为此本文专门研究衡量保障标准所采用的指标,及制定保障标准所考虑的问题。文章认为,套内面积才是真正的安全栖身之所的面积,所以衡量保障标准的指标应以套内实占面积为主,建筑面积和居室个数为辅;住房保障以家庭为对象,所以保障标准的制定应考虑家庭结构和老龄化问题。
The standard of housing security is an important part of affordable housing policy. To this end, this article is devoted to studying the indicators used to measure security standards and the issues to be considered when formulating security standards. The article thinks that the inner area is the real safe place to live, so the index to measure the standard of protection should be based on the actual area occupied by the building, and the number of the living area is supplemented by the number of the living quarters. Therefore, The formulation of safeguards standards should take into account family structure and aging issues.
