The 14th National Party Congress made it clear that the goal of China’s economic restructuring is to establish a socialist market economic system. It not only fundamentally changed the economic system that has constrained the development of China’s productive forces, but also brought opportunities and challenges to the development of China’s health services. In particular, how the health and epidemic prevention service industry adapts to the market economy is a concern for the health and epidemic prevention departments at all levels. Therefore, a correct understanding of the characteristics of the market economy and health and epidemic prevention services is crucial to guiding the current health and epidemic prevention reforms.
