辽宁省地方性县观测站在国家地震局于1983年在厦门召开的涉及群测群防工作的全国性会议之后有了进一步的发展。本文概述了其主要建设与发展:(1)统一布局,纳入全省专业监测台网,逐步实现系统化管理;(2)向科学化和现代化的目标迈进;(3)克服困难、创造条件、全面改革、继续前进,其中包括理顺地方站的领导关系和改革管理体制,努力改革地方地震事业经费的管理渠道,人员定编,健全岗位责任制,设置基金和奖金,以及开展经济建设项目。
The local county observatories in Liaoning Province have further developed after the national conference held by the State Seismological Bureau in Xiamen in 1983 on the group-based group prevention work. This paper outlines its main construction and development: (1) Uniform layout and integration into the professional monitoring network in the province, and the gradual realization of systematic management; (2) The goal of being scientific and modern; (3) Overcoming difficulties and creating conditions, We will comprehensively reform and continue to move forward. These include straightening out the leadership relations and the reform and management system of local stations, striving to reform the management channels for local earthquake funding, establishing personnel positions, improving job responsibilities, setting up funds and bonuses, and carrying out economic construction projects.
