我国农村的社会保障始终处于国家社会保障体系的边缘,相当部分的社会保障内容将农村居民排除在外,即使较发达地区如杭州也不例外。这种城乡有别的社会保障体系,不仅有违社会公平,制约着社会保障总体水平的提高,而且也直接导致了社会矛盾的加剧。随着改革开放的深入,农民面临市场风险、生活风险的问题日益突出,完善农村社会保障制度的呼声日益强烈。因此,建立城乡一体化的社会保障体系,成为缓解种种矛盾的必然选择,它是实现城乡统筹、协调发展的突破口,也是推进社会主义新农村建设的民生工程。
The social security in rural areas of our country is always at the edge of the national social security system. A considerable part of social security contents exclude rural residents, even in the more developed regions such as Hangzhou. This kind of social security system with different urban and rural areas not only violates social fairness, restricts the overall improvement of social security, but also directly leads to the aggravation of social conflicts. With the deepening of reform and opening up, peasants have become increasingly exposed to market risks and life risks, and the voice of perfecting rural social security systems has become increasingly strong. Therefore, establishing an integrated social security system between urban and rural areas has become an inevitable choice for alleviating all kinds of contradictions. It is a breakthrough in realizing urban and rural co-ordination and coordinated development, and a livelihood project to promote the building of a new socialist countryside.
