新《条例》在法律责任方面较原《条例》有很多创新,强化了事中事后监管要求,明显加大了对未批先建等环境违法行为的处罚力度。新《条例》在法律责任方面主要有4大亮点,一是违法处罚更严,二是监管覆盖更全,三是责任主体更明确,四是执法监督更实。新《条例》对违法行为的处罚更严新《条例》对未批先建的处罚,遵循新《环境影响评价法》的规定,不再允许事后补办环境影响评价手续,
