根据安徽省人大常委会2004年工作要点的安排,安徽省人大常委会于今年上半年在全省范围内组织开展了县乡财政情况调查。通过调查,初步摸清了县乡财政的基本状况,具体分析了县乡财政存在的主要问题及其原因,就如何发展地方经济,加强预算监督,解决县乡财政困难等问题进行了有益的探索。一、县乡财政的基本情况从调查了解的情况看,县乡财政运行状况渐趋好转,农民负担初步得到控制,干部工资拖欠问题有所缓解,县乡财政管理逐步规范,政府债务恶性膨胀
