In September 1994, the Fourth Navigation Engineering Bureau of the Ministry of Communications and Shenzhen International Cooperation (Group) Co., Ltd. of China and the 13th Engineering Bureau of China Water Conservancy and Hydropower formed a consortium to participate in the bidding for the governance of the Shenzhen River Phase I Project. In accordance with the agreement reached between Shenzhen and Hong Kong, the first phase of governance of Shenzhen River must be conducted in accordance with international practice and implemented at home and abroad for public bidding.
