国家经委根据中共中央《关于经济体制改革的决定》,为了贯彻第七个五年计划,进一步推动企业管理现代化,组织制定了《企业管理现代化纲要》(草案)。 《纲要》力求体现“七五”计划的战略方针,力求与经济体制改革的方向,目标和步骤相适应,以“七五”计划建议中指出的生产建设的两个“关键”和经济工作的两个“致命弱点”,作为推行企业管理现代化的战略重点和主攻方向;企业管理现代化要起到适应和促进技术进步的作用和“两个文明”一起抓,重视精神文明建设。
In accordance with the “Decision on Economic System Reform” of the Central Committee of the Communist Party of China, the State Economic Commission has, in order to implement the Seventh Five-Year Plan, further promote the modernization of enterprise management and organized the “Outline for the Modernization of Enterprise Management” (Draft). The “Outline” seeks to embody the strategic principles of the “Seventh Five-Year Plan,” and strives to adapt to the direction, goals, and steps of the economic system reform. It points out the two “key” and economic work of production and construction pointed out in the “Seventh Five-Year Plan” proposal. Two “fatal weaknesses” are the strategic focus and main direction of the modernization of enterprise management; the modernization of enterprise management must play a role in adapting to and promoting technological progress and “two civilizations” together to pay attention to the construction of spiritual civilization.
