合同是联系建设各方的经济纽带和驱动力 ,只有加强管理 ,形成建设合力 ,才可以保证建设项目有计划、有节奏、有秩序地实现。但我国水电建设现行合同管理中存在如下问题 :合同意识淡漠 ;合同造价管理办法不适应市场经济体制的要求 ;合同纠纷无专业性的调节仲裁机构等。应该采取正确确定统一的准则 ,规范合同形式和内容 ;严格履行合同义务 ,正确处理合同纠纷等相应措施 ,才能更好地参与市场竞争。
Contracts are the economic ties and driving forces that connect all parties involved in construction. Only by strengthening management and forming a concerted effort can we ensure that construction projects can be implemented in a planned, rhythmic, and orderly manner. However, there are the following problems in the current contract management of China’s hydropower construction: contract consciousness is indifferent; the contract cost management method does not meet the requirements of the market economy system; contract disputes do not have professional adjustment of arbitration institutions. It is necessary to adopt the correct and unified criteria, standardize the form and content of the contract, strictly perform contractual obligations, and properly handle contract disputes, etc., in order to better participate in market competition.
