中央经济工作会议把国有企业确定为改革的重点,而建立新的社会保障制度则是企业改革能否成功的关键问题之一。当前,我国国有企业的离退休职工已达职工总人数的19.6%。1994年底,全国离休、退休、退职人员为2899.2万人,比上年底增加119.1万人,离休、退休、退职人员人数与职工人数的比例为1:5.1。而我国国有企业的富余人员也占了职工总数的20%左右。在这种情况下,如果没有健全的社会保障制度,那么,建立现代企业制度只能是一句空话,且社会稳定也将受到影响。
