《中共中央办公厅、国务院办公厅关于进一步治理党政部门报刊散滥和利用职权发行,减轻基层和农民负担的通知》(中办发〔2003〕19号)及《自治区党委办公厅、自治区人民政府办公厅转发〈自治区新闻出版局关于进一步治理党政部门报刊散滥和利用职权发行,减轻基层和农民负担的实施方案〉的通知》(新党办〔2003〕25号)下发以来,自治区报刊治理取得了阶段性成果,初步实现了“停办一批,划转一批,管办分离一批”的工作目标,从体制上切断了部门权力与报刊经营之间的利益纽带,切实减轻了基层和农牧民的负担,赢得社会各界和各族人民群众的广泛拥护。但是,目前个别部门报刊治理措施还没有真正落实到位,有的以发文件、开会或以口头招呼等行政性手
