完善“四个全面”深化从严治党六中全会以制定《准则》和修订《条例》为重点,专题研究全面从严治党。为何作出这一部署?习近平在说明中讲了三个方面的考虑,首先就是完善“四个全面”战略布局。党的十八届三中、四中、五中全会已相继就全面深化改革、全面依法治国、全面建成小康社会进行了专题研究。六中全会专题研究全面从严治党,则是中央根据“四个全面”战略布局对全会议题的一个整体设计。而两个文件稿的制定修订,则是继修订
