1996年 11月，湖北省恩施州利川市市长蓝胜利辞官，决心当一名高山“愚公”，承包开发荒山。蓝胜利选择开发的荒山，位于川鄂交界的“巴楚屋脊”齐岳山高山区，平均海拔 1500米，是湖北的重点贫困地区。 1996年 5月，蓝胜利在调研如何使利川的支柱产业——烟叶生产上规模上水平时，发现一些长期荒芜的高山地势开阔，适宜于进行种植与养殖业的综合开发。就此，他萌发了高山开发的念头。 1996年与单位签下 3年停薪留职的协议后，蓝胜利同当地签订了承包开发 3000亩荒地的合同，承包期为 10年，着眼于大规模荒地开发。蓝胜利组织了当地 300多名农民，投入上百万元，购买了农用汽车和其他生产工具，两年来开荒 2000多亩，种植烟叶、蔬菜，发展畜牧业。在众多的领导干部中，像蓝胜利这样“上山开荒者”可能是绝无仅有。一时间，蓝胜利的行为成为社会舆论关注的焦点。在他之后，全国也掀起一阵不大不小的上山下乡潮。 1998年接到中央组织部文件不允许公务员停薪留职后，蓝胜利返回恩施州经贸委任副主任。
