实行“一国两制”,成立香港特别行政区,可谓思虑深远,设计周详,但仍会有不少问题有待于继续深入研究。《香港特别行政区基本法》是不是宪法,这就是其中一个值得探讨的问题。
The implementation of “one country, two systems” and the establishment of the Hong Kong Special Administrative Region can be described as far-reaching and well-designed. However, there are still many problems to be continued in-depth study. The Basic Law of the Hong Kong Special Administrative Region is not a constitution. This is one of the issues worth exploring.
