决策是党委的基本职能,贯穿于领导工作的始终。如何提高党委决策的正确性,保证决策贯彻实施,不仅关系到党委的自身建设,更重要的是决定着单位建设的成败。近年来的工作实践使我们认识到,要做到科学决策,在决策的运作过程中,必须始终把握好民主与集中的关系,既在集中的指导下发扬高度民主,又在民主的基础上实施高度集中,并依据实际情况有所侧重,主要应把握好“三个度”。
