黑龙江省是我国的资源基地,同时又是某些重要物资的生产基地。客观上为当地工农业生产的发展及生产资料流通提供了许多便利条件。遗憾的是,长期以来,因受传统经济管理体制的束缚,特别是受旧体制下扭曲价格的不良影响,该省的资源优势及生产优势并没有得到充分的发挥。以生产资料流通而论,因长时期内都是按照传统的习惯循规蹈矩地运转,不仅缺乏活力、而且市场范围也极其狭窄。

Heilongjiang Province is our country’s resource base and at the same time it is a production base for certain important materials. Objectively, it provides many convenient conditions for the development of local industrial and agricultural production and the circulation of production materials. Regrettably, for a long time, due to the constraints of the traditional economic management system, and especially the adverse effects of the distortion of prices under the old system, the province’s resources and production advantages have not been fully utilized. With regard to the circulation of means of production, the long-term practice of conforming to traditional traditions is not only lack of vitality, but also extremely narrow market scope.
