地方政府行为在加快转变经济发展方式过程中所起的作用至关重要。本文着重以地方政府效用函数和行为特征为视角,研究地方政府行为对转变经济发展方式的影响以及相关的体制性障碍。地方政府的效用函数至少应包括三个变量:上级政府的信任度、地方政府的财政收入、辖区居民的满意度。地方政府的效用函数反映了地方政府的经济行为具有扩张性、竞争性、短期性和差异性等四个主要特征。要转变经济发展方式,关键在于加快行政管理体制和财税制度等的变革,建立起“集约式”发展的利益驱动机制。
The role of local government in accelerating the transformation of the mode of economic development is of crucial importance. This paper focuses on the utility function and behavior characteristics of local government as a perspective to study the impact of local government behavior on the transformation of economic development and the related institutional obstacles. The utility function of local government should at least include three variables: the trust of the superior government, the fiscal revenue of the local government and the satisfaction of the residents in the jurisdiction. The utility function of local government reflects the four main features of the economic behavior of local government: expansion, competition, short-term and difference. The key to transforming the mode of economic development lies in accelerating the reform of the administrative management system and the taxation system and establishing a profit-driven mechanism of “intensive ” development.
