贵州地区位于长江、珠江两大流域的上游,生态区位极其重要,发挥着重要的生态屏障的作用。只有治理石漠化,完善生态补偿法律机制,才能使石漠化防治取得实效。贵州在生态补偿机制的构建中取得了一定的成果,但是还存在防治石漠化生态补偿的法规缺失,生态补偿资金来源单一缺乏有效监管,缺乏防治石漠化生态补偿管理体制的问题。只有完善防治石漠化生态补偿法律制度,拓宽融资渠道完善监督机制,提升生态保护意识完善防治石漠化生态补偿管理体制,才能更好地防治石漠化,改善生态环境。
Located in the upper reaches of the two major basins of the Yangtze River and the Pearl River, Guizhou is extremely important in ecological status and plays an important ecological barrier role. Only by controlling rocky desertification and perfecting the legal mechanism of ecological compensation can the effectiveness of rocky desertification control be achieved. Some achievements have been made in the construction of ecological compensation mechanism in Guizhou Province. However, there are still some laws and regulations that prevent and control ecological desertification. The source of ecological compensation funds is lack of effective supervision and there is a lack of management system for ecological compensation of rocky desertification. Only by perfecting the legal system of ecological compensation for the prevention and control of rocky desertification, broadening the financing channels and perfecting the supervision mechanism, raising awareness of ecological protection and perfecting the ecological compensation management system for prevention and control of rocky desertification can we better prevent and control rocky desertification and improve the ecological environment.
