基层协商民主作为社会主义基层民主的重要形式之一,以其比较优势、价值禀赋成为党联系服务群众的制度创新的重要内容。要以基层党组织为主导,以基层政协的组织体系为基础,以工作机制为保障,根据群众需要和客观条件,发展广泛、多层、实用、制度化、社会化的基层协商民主,完善党联系服务群众的常态化制度机制,为始终保持党同人民群众的血肉联系夯实基础。
