随着改革开放和特区建设的发展,近年来,厦门市外来人口急剧增多,已成为内地人员主要流入地之一。应该说,大批劳务人员输入对缓解沿海地区劳力需求矛盾、促进经济特区建设作出了积极贡献。但是,必须看到,由于外来人口盲目流入、宏观失控、管理滞后,也出现了一些消极的负面效应,引发了不少值得注意的治安问题。突出表现是混迹在外来人口中的流窜犯罪和外来犯罪活动逐年增多,危害日益加剧。1993年厦门市查破的外来犯罪案件占总案的62%,其中大要案占82%以上。居于福建全省之前列。外来犯罪居高不下,直接困扰和影响社会安定,这是当前社会上普遍关注的热点话题,也是公安机关要认真探讨解决的课题。
