目前,我国工业用水的需求与供给矛盾十分突出,用水定额管理制度仍无法有效解决工业用水问题,总量控制政策势在必行。党的“十八大”明确提出了积极开展水权交易试点要求,因此,研究我国工业水权交易制度的意义重大。本文从工业用水的递增性、用水效率差异性和边际节水成本的差异性角度,探讨我国实施工业水权交易制度的必要性和可行性。
At present, the contradiction between the demand and supply of industrial water in our country is very prominent. The quota management system still can not effectively solve the problem of industrial water use, and the total amount control policy is imperative. The 18th National Congress of the Party explicitly put forward the requirement of actively carrying out the pilot trade in water rights. Therefore, it is of great significance to study the trading system of industrial water rights in our country. This paper discusses the necessity and feasibility of implementing the system of trading industrial water in China from the perspectives of the increment of industrial water use, the difference of water use efficiency and the marginal cost of water conservation.
