一、医院改革必须坚持四个原则 (一)以社会效益为主,经济效益为辅,摆正事业和金钱关系。医院过去被称为福利机构,现在观念转变了,医院就要为人民健康服务,这也是医院宗旨所决定的。医院自始至终把它放在首位。 (二)坚持为广大群众服务为主,特需服务为辅,摆正医患关系。医院的宗旨是救死扶伤,实行革命人道主义。医院的存在就是为了保证人民的身体健康,不讲宗旨、放弃宗旨,就会大错特错。而有的单位为增加收入,单纯增加为少数人服务的项目,方向是偏的,必须纠正。否则医院的存在就失去意义。 (三)以坚持改革的方针、政策为主,结合实际为辅,摆正方向性和实际性的关系。国家的方针政策都具有导向性、代表性、权威性。改革确定以后,干部就是决定因素,作为院领导,坚决执行国家方针、政策,应把国家方针政策用到本单位实际工作中去,一切为了群众利益,这是改革的关键所在。 (四)以集体经济为主,个人承包为辅,摆正集体和个人的关系。医院改革应考虑到群众利益,大家共同富裕,这是我们一切工作的出发点。

The direction is biased and must be corrected. Otherwise, the existence of the hospital will lose its significance. (3) The principle and policy of reform are mainly adhered to, supplemented by actual conditions, and the relationship between directionality and practicality should be established. The country’s policies and policies are all oriented, representative, and authoritative. After the reform has been established, the cadre is the decisive factor. As the leader of the hospital, he resolutely implements the country’s guidelines and policies and should apply the principles and policies of the state to the actual work of the unit. All this is for the interests of the people. This is the key to the reform. (4) Mainly the collective economy, supplemented by individual contractors, and correct the relationship between the collective and the individual. The reform of the hospital should take into account the interests of the people and we should all be prosperous. This is the starting point of all our work.
