论述、分析了当前中国能源系统的基本特点,指出了自建国以来能源建设包括核能的开发利用,虽然取得了重大成就,但由于人均能源资源相对不足,以煤炭为主的能源结构所造成的交通运输压力、日益严重的环境污染和大量温室气体的排放,以及“能源效率”较低等主要问题,已经制约了国民经济和社会的可持续发展。根据核能在中国东南沿海地区能源发展战略中的地位、开发利用核能的“价值准则”与“决策目标”系统分析,阐明了发展核能是优化中国能源系统的重要途径和最佳选择。根据中国发展核电的基本方针、技术路线,技术能力和基础条件,提出了中国发展核电的战略目标、规模和布局,较全面地论述、分析了中国核电产业发展的广阔前景。
Discussed and analyzed the basic characteristics of the current energy system in China, and pointed out that since the establishment of the country, energy construction, including the development and utilization of nuclear energy, although significant achievements have been made, but due to the relative lack of per capita energy resources, the traffic caused by coal-based energy structure. The major problems such as transportation pressures, increasingly serious environmental pollution, and the emission of large amounts of greenhouse gases, as well as low “energy efficiency”, have already constrained the sustainable development of the national economy and society. Based on the status of nuclear energy in the energy development strategy in the southeastern coastal areas of China and the analysis of the “value criteria” and “decision-making goals” for the development and use of nuclear energy, it is clear that the development of nuclear energy is an important route and the best choice for optimizing China’s energy system. Based on China’s basic policy, technical line, technical capabilities and basic conditions for the development of nuclear power, the strategic objectives, scale, and layout of China’s development of nuclear power are proposed, and the broad prospects for the development of China’s nuclear power industry are discussed and analyzed in a comprehensive manner.
