医改需要钱 到位是关键:对落实卫生投入政策的思考

有些地方在落实卫生投入政策上,存在“打折扣,缺斤两”、“脚步慢,跟不上”、“单打一,不配套”、“雷声大,雨点稀”和“拆东墙,垒西墙”的问题。其主要原因是思想认识不到位,投入机制不健全,区域发展不平衡,财权事权不对称和问责机制不完善。文章建议完善问责机制,提高官员责任意识;建立稳定投入机制,做到合理投入;加大转移支付力度,动员社会力量扶贫;理顺财权事权关系,实现责权统一;注重整体效应,统筹兼顾各方利益。
