国有企业的经营效益与经营者的责任心和积极性关系极大.国有企业改革的目标是建立起责、权、利明确的现代企业制度,其中利益与责任、权力相匹配是一个重要内容.四川中江县从改革分配制度入手,实行国有企业经营者年薪制的试点,把国有企业经营者的个人利益和企业经营状况挂钩,对解决国有企业中实际存在的经营者积极性不高、主动性不强、创造性没有充分发挥的问题,具有积极的探索意义.
