我国对自然资源登记实行的是多头管理、分散登记的模式,登记机构的不统一给自然生态空间的确权登记工作带来诸多不便,既妨碍了行政管理机关的工作进度,又困扰着人们生活的方方面面。文章结合中西方对自然资源登记机构的设置,分析了自然资源登记行政管理主体设置的法律依据、机构编制等相关法律问题,并借鉴法院系统间的地域管辖与级别管辖,就机构建设的横向和纵向协调提出合并和分级管理的建议与对策。
The registration of natural resources in our country is based on the pattern of multi-head management and decentralized registration. Based on the establishment of natural resource registration agencies by both the Chinese and the western countries, this article analyzes the legal basis and agency establishment of natural resources registration administration subject, and draws lessons from the territorial jurisdiction and level jurisdiction of the court system, Vertical Coordination Proposals and Countermeasures for Merger and Classification Management.
