一、1996年资源节约综合利用工作简单回顾 1996年是全面实施“九五”计划的第一年,我区资源节约综合利用工作按照自治区“九五”社会经济发展战略布署,紧紧围绕两个根本性转变,以提高企业经济效益为中心,落实把节约放在首位的方针,进一步理清思路,明确方向,加大工作力度,取得了积极进展,为“九五”期创造了一个好的开端。
