“官逼民富”在一些农村,已成为部分基层干部开展工作的口头禅,意思是农民思想保守,缺乏市场观念,要想让农民奔小康,不得已就实行强制手段,逼农民致富。在一些地方,基层政府缺乏必要的宣传、引导,而是强制推行一些种植模式,譬如搞大棚、种果树、种蔬菜等,结果非但没取得好的效果。还造成极大的浪费,出现了一些棘手问题。
In some rural areas, “government forcing the rich people” has become a mantra for some grassroots cadres to carry out their work. It means that the peasants are conservative in thinking and lack a market concept. If they want to let their peasants run well, they must resort to coercive measures to compel farmers to get rich. In some places, the grass-roots government lacks the necessary publicity and guidance but instead imposes some kind of planting modes, such as greenhouses, fruit trees and vegetables, which not only failed to achieve good results. It also caused tremendous waste and some thorny issues arose.
