现阶段我国转移支付体系的规范与完善只能采取分类实施、分步实现的现实优化途径。所谓的分类实施,就是把政府各项公共产品与服务,按照经济社会发展需要的轻重缓急分别设定一个初步实现均等化的先后顺序;所谓分步实现,则是把各类公共产品与服务的均等化发展过程,从初级到高级划分为若干阶段,确定一个由低向高、逐步实现最高目标的发展规划。
