一、以“三一个代表”思想为指导,把基层党支部建设摆上重要日程。一是切实解决党委领导不利、检查指导不细、工作效果不实等问题,不断增强责任感、使命感,身体力行地抓好党支部建设。二是适应改革新形势,加强生产和经营一线党支部建设。要适应落实新的行业标准,生产布局调整,实行“网运分离”等改革的要求,适时调整和建立基层党支部,选好配强党支部书记,明确党支部的职责,积极探索党支部参与重要问题决策的范围、形式、程序和方法,充分发挥党支部的战斗堡垒作用。三是强化党支部建设动态管理。按照《铁路企业党支部建设纲要》
