In 1989, the market weakness and lack of funds in our economic construction also brought many unfavorable factors to the development of science and technology in the “two chambers”. However, with the joint efforts of the institutes and the enterprises in the “two institutes”, it has overcome many difficulties and achieved relatively good results through strengthening leadership, rectifying development direction and improving internal management.
