隐形经济简单来讲就是那些逃避国家的经济管制、监督和再分配而处于政府监控之外的一系列经济活动的总称。当今隐形经济成了世界普遍存在的畸形经济,对于这种从事地下活动的经济,原苏联叫“影子经济”,东欧称之为‘第二经济”,西方国家称之为“地下经济”,我国则叫“隐形经济”。在资本主义国家它主要是表现为偷税漏税,以及一些以不法手段牟利的行为;而在我国则主要表现为“挖公家”,把国家的公有财产想方设法弄入自己的口袋。“隐形经济”的发展,随时都会干扰公开的社会正常经济
The invisible economy is simply the general term for a series of economic activities that are outside the government’s control and evade the country’s economic control, supervision, and redistribution. Today’s invisible economy has become a world-wide deformed economy. For this kind of economy that engages in underground activities, the former Soviet Union is called a “shadow economy” and Eastern Europe calls it a “second economy”. Western countries call it an “underground economy.” It is called “invisible economy.” In capitalist countries, it is mainly manifested as tax evasion, and some illegal activities, while in our country, it is mainly used as a “digging public house” to find ways to get the country’s public property into its own Pockets: The development of the “stealth economy” will at any moment interfere with the open social normal economy.
