十届全国人大常委会第八次会议,在大家的共同努力下,圆满完成了各项议程。这次会议审议通过了修订后的对外贸易法。这是在经济全球化不断发展,我国加入世贸组织的新形势下,为进一步扩大对外开放、发展对外贸易而修订的一部重要法律。这次全面修订对外贸易法,总结了我国改革开放二十多年的实践经验,充分运用世贸组织规则,按照享有权利与履行义务相平衡的原则,进一步完善了统一、透明的对外贸易制度,为发展对外贸易,维护公开、公平、公正、自由的对外贸易秩序,保护对外贸易经营者的合法权益,保护国内产业的健康发展,提供了有力的法律保障。修订后的对外贸易法的实施,必将对我国进一步深化改革、扩大开放,更好地利用国内国
At the eighth meeting of the Tenth NPC Standing Committee, with the concerted efforts of all of us, we successfully completed the various agendas. The meeting reviewed and approved the revised Foreign Trade Law. This is an important piece of law amending China’s accession to the WTO in order to further expand its opening to the outside world and develop its foreign trade under the new situation of continuous economic globalization and China’s accession to the WTO. This comprehensive revision of the Foreign Trade Law has summed up the practical experience of China’s reform and opening up for more than 20 years and made full use of the WTO rules to further improve the unified and transparent foreign trade system in accordance with the principle of balance between the enjoyment of rights and the fulfillment of obligations. The development of foreign trade, maintaining an open, fair, just and free foreign trade order, protecting the legitimate rights and interests of foreign trade operators, and protecting the healthy development of the domestic industry provide a strong legal guarantee. The revised implementation of the foreign trade law will surely further deepen the reform of our country, expand opening up and make better use of the domestic
