(承接上篇)二是党的《决定》和法律的关系。毫无疑问,领导我们事业的核心力量是中国共产党。但是,党的领导并非都是“发号施令”式的直接领导。其作用的有效发挥,除了党组织的感召力、影响力和党员的先锋模范作用以外,往往都是透过法治和行政去间接实现的。党的十八届四中全会的《决定》申明,我们党早已“把依法治国确定为党领导人民治理国家的基本方略,把依法执政确定为党治国理政的基本方式”。
(To undertake the first part) Second, the party’s “decision” and the law. There is no doubt that the core force that leads our cause is the Chinese Communist Party. However, not all party leaders are directly led by “giving orders”. In addition to the charisma, influence and party members’ vanguard and exemplary role of party organizations, their effective role is often indirectly achieved through the rule of law and administration. The “Decision” of the Fourth Plenary Session of the 18th CPC Central Committee affirmed that our party has long established the principle of governing the country according to law as the basic strategy for the party to lead the people in administering the country and that governing in accordance with the law as the basic mode of governing the party and the state.
