邓小平同志关于在内地造几个香港的指示,为深圳经济特区进一步改革开放和经济建设指明了方向和目标。深圳是否具备率先建成社会主义香港的条件,有哪些有利的条件,哪些尚需要进一步完善或积极创造,这是我们建设社会主义香港所面临的重要问题。一在深圳建设社会主义香港是我国推进改革开放的重要举措,这不仅是深圳一个地区的问题,对于全国的改革开放,发展社会生产力,增强我国综合国力,积极参与国际经济竞争与合作,以及实现“一国两制”的战略构想,促进香港稳定和繁荣都具有重要的现实意义和历史意义。选择在深圳率先建成社会主义香港是切实可行的,深圳已经具备了建设内地香港的一些基本条件。
Comrade Deng Xiaoping’s directive on making several Hong Kongs in the Mainland has pointed out the direction and goals for further opening up and economic construction in Shenzhen Special Economic Zone. Whether Shenzhen has the conditions for taking the lead in building a socialist Hong Kong, what are the favorable conditions and which still need to be further perfected or actively created are the important issues that we face in building Hong Kong as a socialist one. First, to establish a socialist Hong Kong in Shenzhen is an important measure taken by China to promote its reform and opening up. This is not only an issue in one area of Shenzhen. It is also an issue for the entire country in reform and opening up, the development of social productive forces, the enhancement of China’s overall national strength, the active participation in international economic competition and cooperation, The strategic concept of “one country, two systems” and the promotion of Hong Kong’s stability and prosperity have important practical and historical significance. It is practicable to choose to take the lead in building a socialist Hong Kong in Shenzhen, and Shenzhen already possesses some basic conditions for building Hong Kong on the Mainland.
