权力具有二元性,权力与罪恶是一墙之隔、一步之遥。用之有道,造福苍生、社稷;用之无法,则遗害无穷。权力不受监督,必然导致腐败,绝对权力必然导致绝对的腐败。当前,少数领导干部置党纪国法于不顾,为一己私欲,不惜铤而走险、前腐后继,就为这一论断作了一个沉重的注脚,给党和政府的形象蒙上灰涩的阴影。可见,加强对权力的制约和规范显得尤为重要。
