津西钢铁集团的前身是一个拥有2000多名干部职工,两座百米炼铁高炉,年产14万吨生铁的地方中小型冶炼企业。职工80%是来自占地村的农民,高中毕业生只占职工总数的29.1%,初中以下文化程度的高达70.5%,职工技术文化水平普遍较低,而且素质差,纪律涣散,直接制约着企业的健康发展。面对企业的严峻现状,企业党政一班人深刻认识到,企业要生存,要发展,就必须从提高职工素质、加强企业劳动纪律管理入手,才能在激烈的市场竞争中占有一席之地。结合企业实际,津西钢铁集团制定了一条适合企业特点的“强兵兴企”之路,从根本上实现了企业职工由农民到“正规军”的转变。一是成立公司党委书记朱子久为主任的职教委员会,负责制定企业职教长远规划和年度计划,具体实施督办,并安排两名专职干部负责全公司职工教育工作。1999年,根据企业发展需要,制定了《1999年-2002年职工教育规划》,使公司的职工教育培训纳入规范轨道。二是与大专院校联合办学。1992年,经河北省电视中专部同意,在企业内部开办了机电专业电视中专班,有50多名职工参加了学
