1994年春,徐州市、县行政区划调整,将我县39个乡镇划出去10个,16个设有水资办的乡镇划出去6个,县直用水单位减少44%,水资源费减少了130多万元。面对这一严峻形势,我们经过分析、思考,确立了以强化执法为龙头,以权属管理为重点,以科学监测为手段,以全面管理为目的的总方针,团结、拼搏,经过一年的努力,取得了显著成绩:1994年共发放取水许可证839份;节水350多万立方米;征收水资源费386万元;建立了水表计量监测站和水表经销维修中心,形成了监测、管理、经营、服务一条龙。
