2005年,中国电信要本着科学的发展观,进一步深化改革,细化经营管理,优化通信服务,发挥资源优势,加快业务发展,确保经济效益稳步增长,促进“三个文明”建设协调发展,实现对资本市场的承诺和国有资产保值增值的目标,为全面建设小康社会作出应有的贡献,这是整个工作的指导思想。 2005年的发展思路是：促进企业转型,更好地为经济和社会发展服务。我们所说的转型就是由传统的基础网络运营商向现代的综合信息服务提供商转变。转型涉及到企业的方方面面,这是一个渐变的过程,同时也是一个长期的过程。 1．优化资源配置,最大限度地发挥资源的效率。我们希望把庞大的固网资源充分盘活,充分利用现有的网络。另外我们还要以人为本,开发利用好人力资源。 2．树立竞合观念,与其他运营商共同维护良好的市场
