加强全民族科技意识提高科技发展水平 《人民日报》总编 范敬宜: 目前,世界科技水平发生着日新月异的变化,要实现十四届五中全会提出的宏伟目标,离开科技的高速发展是不行的。文革十年,使得我国的科技发展与世界水平严重脱节,人们现有的科技观念和科技知识与科技发展所需求的相差太远,这与改革的客观形势是极不相称的。 要提高全民族的科技意识,必须强调“科技是第一生产力”。现在,国有大中型企业的改革,重点大多放在经营管理体制上面,依靠科技进步的观念还远远不够。各企业领导应该把发展的立足点放在科技水平的提高上面,扎扎实实地做好科技向生产力转化的工作。 要提高全民族的科技意识,离不开新闻界的宣传。有些新闻报道特别是高精尖技术或理论,由于记者自身科技知识水平的局限,往往造成一种外行人看不懂、内行人觉得不行的现象。我希望我们的记者应该掌握和了解全世界科技发展的趋势和规模,然后以一种喜闻乐见、深入浅出的形式把最新科技报道给读者。

To achieve the grand goal set by the Fifth Plenary Session of the 14th CPC Central Committee, it is impossible to leave the rapid development of science and technology. During the ten years of the Cultural Revolution, the development of science and technology in our country was seriously out of touch with the world standards. The difference between the existing concept of science and technology and the demand for the development of science and technology and the development of science and technology lags far behind. This is extremely disproportionate to the objective situation of reform. To raise the national science and technology awareness, we must emphasize that “science and technology are primary productive forces.” At present, the reform of state-owned large and medium-sized enterprises is mostly focused on the management system. The concept of relying on scientific and technological progress is far from enough. The leaders of all enterprises should place the development foothold on the improvement of science and technology and do a solid job of transforming science and technology into productive forces. To raise awareness of science and technology among the entire nation can not be separated from media propaganda. Some news reports, especially highly sophisticated techniques or theories, often result in a phenomenon that laymen can not understand or do not like because of the limitations of their own scientific and technological knowledge. I hope our correspondents should grasp and understand the trend and scale of technological development in the world and then report the latest technology to the readers in an easy-to-read and easy-to-understand form.
