General Secretary Jiang Zemin put forward the important thinking of the ’Three Represents,’ made a new summary of the nature, purpose and historical tasks of our party and proposed newer and higher requirements for the party’s construction. Whether or not we can comprehensively push the cause of building socialism with Chinese characteristics into the 21st century depends on whether the capabilities and qualities of our party’s organizations and leading cadres meet the requirements of the times and must constantly be adjusted with the development of the times
