一、现行体制的弊端1.政府忽略了城市轨道交通建设的经营性,过分强调了其非经营性即公益性,过宽地介入了地铁建设的全过程,导致城市政府负担过重。2.法人治理结构不完善,项目单位承建地铁项目的旧投资体制不符合现代企业制度,不利于轨道交通行业的持续发展。3.地铁建设没有作为投资项目来开发,对地铁沿线包括土地在内的资源没有很好的保护,对地铁隧道空间资源也没有立法管理,导致建设拆迁安置成本加大,综合开发资源短缺。
First, the drawbacks of the current system 1. The government neglected the operation of urban rail transit construction, overemphasizing its non-commercial nature of the public, too broadly involved in the entire process of subway construction, leading to the city government overburdened. 2. The corporate governance structure is not perfect, and the old investment system contracted by the project contractor does not conform to the modern enterprise system, which is not conducive to the sustainable development of the rail transit industry. 3. The subway construction is not developed as an investment project, and the resources including the land along the MTR Line are not well protected. There is also no legislative management of the space resources of the subway tunnel. As a result, the cost for construction, demolition and resettlement increases, and the comprehensive development resources are in short supply.
