众所周知,校长负责制是我国中小学当前采用的领导体制,自1995年《中共中央关于教育体制改革的决定》决定“逐步实行校长负责制”之后的多年实践中,我们发现,把权力交给集体并不是学校管理最有效的手段,而有一个强有力的核心人物在一定程度上则可能是学校管理的关键。因此,校长成为这个强有力的核心人物是责无旁贷、义不容辞的。
