肖捷副部长在最近召开的全国社会保障工作电视电话会议上强调,要脚踏实地做好2004年财政社会保障工作,他要求各级财政部门以“三个代表”重要思想为指导,认真学习和全面贯彻落实十六届三中全会《决定》和中央经济工作会议以及全国财政工作会议的精神,本着统筹兼顾、协调发展的原则,继续实行积极的就业政策,促进下岗失业人员再就业;完善社会保障体系和公共卫生体系,保证广大人民群众的基本生活和基本医疗;按照建立公共财政的要求,完善筹资机制,健全财政监管体系,提高资金使用效益。具体来说,主要做好以下几项工作:
