1984年法国颁布的《萨瓦里法案》是1968年《高等教育指导法》的继承与发展,该法案以大学自治为核心,试图通过调整高等教育管理体制、经费投入体制,促进法国大学现代化、民主化和职业化进程。该法案对大学合同制、质量评估制度以及大学内部管理制度的确立,观照了法国大学的本体性、民族性与现代性,筑就了法国现代大学制度的成长路径。
In 1984, the “Savary Act” promulgated by France was the succession and development of the “Higher Education Guidance Law” in 1968. The act centered on university autonomy and attempted to promote the modernization of French universities by adjusting the system of higher education management, allocating funds to the system, Democratization and professionalization process.
