在我国经济发展中,资源的优化配置和产业结构调整,是一个一直没有很好解决的大问题,其中国防工业的结构调整矛盾尤为突出。从实践上看,我们只有资产增量调整而无资产存量的调整,且调整的唯一手段就是增加投资。这种手段不仅受国家财力的限制,而且受时间滞后的约束,见效缓慢。因此,必须探讨使资产存量流动的机制,实现社会资产在流动中的合理配置。这里就国防工业企业资产流动的实践作一不成熟的思考。
In the economic development of our country, the optimal allocation of resources and the adjustment of industrial structure are major problems that have not been solved well. Among them, the structural adjustment of the national defense industry is particularly contradictory. From a practical point of view, we only adjust the incremental assets without the adjustment of the stock of assets, and the only way to adjust is to increase investment. This measure is not only limited by the state’s financial resources, but also lags behind in its lag and has little success. Therefore, we must explore the mechanism to make the stock of assets flow and realize the rational allocation of social assets in the flow. Here is an immature reflection on the practice of assets flow in national defense industrial enterprises.
